EAD project gap assessment and SWOT analysis

This call for tenders concerns the provision of a study to assess the overall implementation and performance of electronic advance data (EAD) capacity-building projects, including a SWOT (strengths, weaknesses, opportunities and threats) analysis of each project to identify factors facilitating or preventing the achievement of 100% EAD compliance, and to identify solutions for achievement of full compliance on a global scale. The SWOT analysis should examine activities conducted through the UPU over at least the last three years.
