In this second part of the series on implementing the paper-free transport module, we delve into the details of operational and messaging procedures, which vary depending on the type of message exchanged between Posts and carriers.
We begin with the CARDIT message, crucial for notifying the carrier at the moment of consignment closure. The postal EDI (Electronic Data Interchange) system must be set up to prepare and transmit this message before the physical tender of the mail to the carrier. The carrier needs to receive and process the CARDIT message in its EDI mailbox before accepting the consignment.

At airports, the cargo EDI message data can be made available either electronically to the handling agent or through other agreed-upon channels. If electronic transmission fails, the handling agent scans the mail and cross-checks the data against the provided information. In the absence of CARDIT information, the handling agent consults the carrier to decide whether the mail can be accepted for carriage.
After sending the CARDIT message, the handling agent, on behalf of the carrier, scans the mail as per local procedures and transmits the data to the carrier's system, enabling the generation of RESDIT 74 and RESDIT 21 messages. These messages are produced based on positive data capture, which can include proof of custody or delivery.
The PRECON message, sent at consignment closure, must be prepared and transmitted well before the scheduled flight arrival time, and available to the destination post before the physical handover of the mail. The destination post scans all receptacle IDs and reports them back to the origin post via the RESCON message.
Finally, a suite of tools has been developed to support the implementation, monitoring, and optimization of paper-free transport, available to UPU and IPC members. This video concludes with guidelines for implementing paper-free transport, noting exceptions for security or border control purposes.
