The Integrated Postal Reform and Development Plan (IPDP) is a worldwide UPU cooperation project aimed at supporting postal sector reform in line with the Doha Postal Strategy and the various regional development plans (RDPs) prepared by the UPU International Bureau.

What we do
Methodological tool
The IPDP is a powerful instrument for cooperation to generate concrete actions for postal sector reform, especially in developing countries.
The main aim of the sector reform process is to ensure that the state obligation to provide the universal postal service is met, and that the conditions required to modernize the postal sector are created.
Fulfillment of these criteria will benefit both citizens and businesses, and will result in the growth and development of the postal industry.
