Replacement of HSM appliances

The UPU seeks to engage a service provider that will replace the existing HSM appliances EITHER with rele­vant supported models from the Thales Group (option 1) OR with HSM appliances from another supplier, provided that the migration is supported and the data is transferrable (option 2).
