Dear Mr. Chairman,

Ladies and gentlemen!
First of all, I would like to thank the Regional Commonwealth in the field of Communications, the Executive Committee and especially the Chairman of the Board of RCC CAs Heads, Mr. Nikolay Nikiforov and the Minister of Communications and Informatization of the Republic of Belarus, Mr. Sergey Popkov, for the invitation to the UPU to participate in this 52nd RCC session.
Noting the importance of the 26th UPU Congress held this past Autumn in Istanbul, Republic of Turkey that identified strategic directions for the development of the postal sector for 2017-2020 for the world postal community.
Currently, the growth in e-commerce, the creation of e-government and e-society create new opportunities for postal development, and that is why a new policy of regionalization is needed. In this context, our partnership with the RCC is focused on achieving concrete results and it allows us to expand geographic participation and ensure a high degree of integration between the member-states that work together on joint projects. It also provides a platform for exchanging views and making decisions on a wide range of postal services.
For the UPU, regionalization is one of the key principles of our cooperation development policy, a policy that is based on on major regional organizations, such as RCC.
As an intergovernmental organization in the UN system, the Universal Postal Union acts in the interests of all its members, whether they are industrialized, developing or countries with economies in transition. You can count on the full commitment of the management of the International Bureau and our team.
In conclusion, I would like to thank the Regional Commonwealth in the field of Communications and its Executive Committee for supporting the UPU activities.
