The following is a statement to the media from the Universal Postal Union (UPU) on a 23 August 2018 memorandum issued by the Executive Branch of the Government of the United States of America, titled “Modernizing the Monetary Reimbursement Model for the Delivery of Goods Through the International Postal System and Enhancing the Security and Safety of International Mail”:
“The UPU takes note of the memorandum and the issues it raises. Matters relating to the reimbursement model for international mail, its portfolio of services and customs and security rules are the subject of discussion and agreement by the UPU’s 192 member countries. Decisions on these matters are given effect to by international treaties (such as the Universal Postal Convention) and other binding instruments, which collectively embody the rules applicable throughout the international postal network.
These issues, among many others, are already the subject of ongoing programmes, and will be discussed by member countries at the Second Extraordinary Congress of the organization, which is scheduled to be held in Addis Ababa, Ethiopia, from 3-7 September 2018.
The UPU secretariat will make available the results of those discussions once they have taken place. Meanwhile, the UPU will continue to study the memorandum, but will make no further comment to journalists ahead of the deliberations of its member countries.”
The UPU is an intergovernmental organization and United Nations specialized agency with its headquarters in the Swiss capital Berne. Established in 1874, the UPU is one of the world’s oldest international organizations and is the primary forum for cooperation between postal sector players and helps to provide a truly universal network of up-to-date products and services that actively benefit this sector.
