Cabinet
The Cabinet Directorate (DIRCAB) aims to provide timely advice to the General Management and ensure coordination with all the other directorates in order to accelerate and optimize the fulfilment of the Union’s mandate. This directorate’s activity has four elements:

Postal Operations
Oversees:
- Quality of service
- Standards, certification, compliance and addressing solutions
- E-commerce and physical services integration
- Supply chain management
- Express Mail Service (EMS)
- Quality of Service Fund (QSF)
- Postal Operations Council secretariat
Development & Cooperation
Oversees:
- Strategic and operational coordination
- Regionalization of UPU actions in the field – Regional programmes
- Human resource development and training
- Disaster risk management
- Coordination of postal reform
Postal Technology Centre
Oversees:
- Telematics Cooperative secretariat
- Account Relations and Product Management
- IT Development and Software Testing
- Operations and Quality Coordination
Finance
Oversees:
- UPU Provident Scheme administration
- Finance management of user-funded subsidiary bodies (particularly Telematics Cooperative and EMS Cooperative)
- Accounting and treasury management
- Budget management and controlling
- Fundraising activities
Legal Affairs
The Legal Affairs Directorate provides legal advice in all relevant fields to the Director General and to other Directorates of the International Bureau, as well as to the bodies of the Union and their respective members. The Legal Affairs Directorate represents the Director General at various meetings of a legal nature, including meetings of the UN Legal Advisers Network, the Supranational Administration Working Group of the International Institute of Administrative Sciences and the legal network of Swiss-based organizations. The Legal Affairs Directorate also represents the UPU and liaises with representatives of other international organizations and member countries to advocate support for the legal effectiveness of the UPU.
The Legal Affairs Directorate oversees:
- Contracts, agreements and intellectual property
- International laws and Acts of the Union
- Legal security of staff rules and regulations and matters pertaining to the Administrative Tribunal of the International Labour Organization
