OSCAR – the Online Solution for Carbon Analysis and Reporting – is a tool provided by the UPU to measure and analyze the postal sector's carbon footprint.
Through this online, interactive platform, postal organizations in the Union's 192 member countries are able to analyze and report their greenhouse gas (GHG) emissions and identify mitigation opportunities.
The tool simplifies data collection, aligns with postal organizations' reporting requirements, and automatically produces individual reports for each user.
OSCAR provides participating postal organizations with an analysis of their individual GHG emissions and a detailed report of these emissions by scope, source and product, including comparisons with previous years to highlight the results of their mitigation efforts. Posts can measure their performance using 20 different "carbon key performance indicators", such as "emissions per postal item" and "emissions per employee".
Built on the GHG Protocol measurement methodology, OSCAR is aligned with ISO 14001 and the Global Reporting Initiative. It has been tailor-made for the postal sector and takes industry-specific challenges and requirements into account.
The tool is available in English, French, Spanish, Arabic, Russian and Portuguese and can be accessed at www.oscar.post after registration.
OSCAR was developed at the initiative of UPU member countries, following a decision by the 25th UPU Congress in Doha (resolution C 66/2012).
