Member countries 

A Beneficiary Country is a UPU member country that benefits from the QSF as per country/ territory classification outlined in the Universal Postal Convention and Istanbul Congress resolution C 7/2016. Countries and Territories classified in Groups II, III and IV as per new QSF Model are Beneficiary Countries.

A Contributing Country is a UPU member country that contributes to the QSF as per country/ territory classification outlined in the Universal Postal Convention and Istanbul Congress resolution C 7/2016. Countries and Territories classified in Groups I, II and III as per new QSF Model are Contributing Countries.

• Contributing Countries 

A QSF Coordinator is nominated and authorized by the Beneficiary Country to engage with the QSF unit within the International Bureau and the Board on all matters relating to the QSF. The QSF Coordinator is the Beneficiary Country’s representative for the project on all QSF matters, such as implementing projects, providing reports, requesting payments in the scope of approved projects, including, as appropriate, multinational projects, providing any information requested by the Board or the QSF Secretariat.
