Survey on updating the Integrated Product Plan (IPP) 2021–2024
Deadline of IPP survey extended to 10 June 2019.
In resolution C 5/2018, the second Extraordinary Congress instructed the Postal Operations Council (POC) to continue, amongst other things, ensuring the ongoing review of the IPP (see 2018 Congress–Doc 8 for more information and details) with the aim of submitting an IPP, for the 2021 to 2024 period, to the 27th Congress in 2020.
One of the challenges faced by the UPU in relation to customer needs and product features is how to satisfy market requirements by rationalizing, modernizing and integrating the existing framework of products. By responding to the survey, you will be ensuring that your views are heard on the vital issue of improving the range and variety of UPU products.
At the April 2019 POC session in Berne, the Plenary approved a questionnaire aimed at reviewing the IPP, and approved its distribution to all 192 UPU member countries. The purpose of the survey is to review and update the IPP for the 2021 to 2024 period.
All 192 member countries are invited to contribute to the success and sustainability of the UPU by responding to this questionnaire. Only one response per member country is permitted. (In the case of Union member countries with multiple designated operators, responses should be internally coordinated and/or consolidated by the relevant member country as necessary).
You are asked to complete the online version of the questionnaire no later than 10 June 2019.

Survey on small packets – sizes, dimensions and packaging
During the second Extraordinary Congress, member countries adopted resolution C 5/2018, which instructed the Postal Operations Council (POC) to continue "developing and implementing POC activities that are driven by product definition and development, with a view to further rationalizing and modernizing products and services, while at the same time recognizing customer, market and supply chain needs".
Taking the above into account, two of the mandates assigned to the POC were as follows:
- Establish whether the current regulations relating to size limits, dimensions and packaging for small packets are sufficient or whether they need to be modified or improved
- Draft a survey to ascertain the scope of problems (if any) related to the sizes, dimensions and packaging of small packets and whether the problems are operational, regulatory, or both
