The UPU is an intergovernmental organization and, as such, its primary stakeholders are member governments. Beyond their contributions to the organization’s regular budget, a number of governments also support the UPU with voluntary contributions to fund specific UPU activities and programmes.
Those activities and programmes are run and managed by the UPU secretariat (the International Bureau) and cover a wide range of areas, from disaster risk management and sustainable development to financial inclusion and e-commerce development.
A number of designated operators (national postal operators tasked by their government to fulfil the government’s obligations under the UPU treaties) are supporting specific UPU activities, such as capacity building and training, postal security, IT solutions for Posts, customs integration, financial inclusion, and innovation.
