Issued in small, numbered print runs, bearing the UPU flag and presented in special packs, UPU international reply coupon (IRC) specimens can be customized for a philatelic event.
Specimen IRCs are produced by the International Bureau at the request of a third party (association, federation, committee, etc.) organizing a special event. The specimens can be sold by the requester, as well as, on occasion and in limited quantities, the International Bureau to respond to customer demand.
Destined for the collector market and to promote postal entities, these specimen IRCs have no exchange value from designated operators.
