Introduction: EAD requirements
The new Electronic Advance Data (EAD) requirements laid down by the UPU, the World Customs Organization (WCO) and the International Civil Aviation Organization (ICAO) and enshrined in national and regional legislation (US STOP Act, EU Import Control System 2 (ICS2), etc.) require designated operators and carriers to exchange information for fiscal and risk assessment.

The exchange of EDI between operators and carriers empowers their compliance with the Preloading Advance Cargo Information (PLACI) regulatory requirements.
CDS, CDS.post and CDS Cloud allow designated operators to exchange ITMATT, Assessment Complete and referral notifications (ITMREF), as well as responses to these referral notifications (REFRSP)..
The Postal Technology Centre (PTC) has produced the ‘How to exchange ITMREF-REFRSP and configure EAD Check’ guide that explains how to exchange referrals/responses and how to configure EAD Check.

Applicable regulation (AR) elements
The CARDIT EDI message that is sent from designated operators to carriers includes applicable regulation (AR) elements that must be provided when the consignment destination has requested the provision of EAD under article 08-002 of the Convention Regulations.
1. As of today, the applicable regulation information segment in CARDIT V2.1 (M48) is mandatory for 33 destination countries
2. Airlines have tightened controls on CARDIT messages, if AR information is not present, then they could refuse the mail.
3. The AR section in CARDIT includes, among other elements, the AR reference ID which may vary depending on the destination country that has made EAD mandatory.
How to configure IPS/IPS.post/IPS Cloud to comply with the regulations
The PTC has prepared several documents to assist the designated operators in configuring IPS/IPS.post/IPS Cloud to comply with the regulations.

Setting up the application
The procedure for setting up the application is different depending on the version of IPS you are using.
IPS.post
The script has already been applied, by the PTC. No action from you is required.
However, CARDIT messages are not automatically sent to all airlines, the EDI partnerships are managed by the PTC.
Please contact the PTC helpdesk via the service desk portal to request the configuration of partnerships with the airlines you have contracted with to transport your mail.
IPS
The procedure is different according to your version of IPS. Therefore, please refer to the corresponding section in the guide.
The AR configuration has been simplified in IPS 2022 and can be done by script.
IPS Cloud
We recommend you to request the PTC support to upgrade IPS 2022 so that the AR configuration can be done by script.
