This call for tenders concerns the provision of qualified and experienced services for the survey, scanning, and BIM modeling of the existing building infrastructure of the UPU in Berne.
The deadline for the submission of tenders is 31 March 2025 at 17.00 CET.

Subcontracting:
UPU will contract with one legally responsible company only. If subcontracting part of the scope of work is deemed to be necessary it remains solely the bidder’s responsibility to ensure that all contractual requirements are met. UPU will only recognize the bidder as the sole contractor, held fully responsible for delivery of the contract.
Underground utilities:
Since primary purpose of this survey is to create the most complete "as-built" documents possible, it should include everything within the property limits
Use of photogrammetry (drones):
Use of drones is allowed as long as the bidder takes responsibility for ensuring compliance with all authorizations required by the city administration or any relevant regulatory bodies and obtains necessary permits, which UPU will not be facilitating with.
Point cloud size:
The 300 MB size limitation is not meant to compromise the necessary level of detail. The bidder is expected to evaluate and find the right balance between file size and sufficient detail to ensure usability, so some flexibility may be considered if a slightly larger file is essential to maintain critical details. If needed, the bidder may propose optimized solutions, such as segmented files or different formats that improve accessibility without compromising quality.
